The entire Pacific War on one board
Tora Tora Tora! is a two-player strategic board game depicting the Pacific Theater of World War II from the attack on Pearl Harbor in December 1941 to the summer of 1945. One player commands the Empire of Japan, while the other controls the Allied forces: American, British, Australian, and Dutch. The game lasts for a maximum of 10 Rounds, unless either side achieves an immediate victory first.
At the heart of the game are Resource Points (RPs). The same resources are spent to move Armies and Fleets, activate Units in Battle, improve their chances of scoring hits, and rebuild lost forces. Japan gains RPs from Resource Areas it controls and keeps in Supply, while American resources increase as the war progresses. The two sides therefore fight the same war under very different strategic pressures.
Players alternate moving their Units and fight for control of Mainland, Island, and Sea Areas. Controlling the seas is about far more than Victory Points. Sea control allows you to maintain Supply, conduct Landings, and capture further territory. Ports also determine Initiative, deciding which player acts first throughout the subsequent Phases of the Round.
Combat creates another layer of resource management. Before a Battle, both players secretly and simultaneously allocate RPs to their Units. One RP activates a Unit, while committing additional resources progressively improves its Roll to Hit, up to a maximum allocation of four RPs per Unit. The question is therefore not only where you are willing to fight, but how much you are prepared to spend to win.
Cards add historical events and tactical surprises and can alternatively be discarded to re-roll a missed die in Battle. Japan also has access to Isoroku Yamamoto, whose special ability can support crucial Naval Battles.
The Allies immediately win if they simultaneously control Kure and Yokosuka, while Japan achieves an immediate victory by controlling Hawaii and Townsville. If neither side does so, the Allies must finish the tenth Round with at least 10 Victory Points. If they fail, Japan wins.
Description
The Pacific. December 1941.
Japan strikes. The attack on Pearl Harbor begins an offensive that, within months, will transform the balance of power across the Pacific. Imperial armies and fleets surge forward, capturing islands, ports, and resource-rich territories. The Allies are forced onto the defensive, but time is on their side.
The war has only just begun.
Japan must exploit its early advantage, seize key Areas, and secure the resources needed to sustain its advance. The Allies must survive the opening assault, preserve their supply lines, and prepare to strike back. With every passing Round, the American war machine gathers strength and the balance of power begins to shift.
From Hawaii and Southeast Asia to the islands of the South Pacific, every operation forces you to decide where to commit your limited forces and resources. Losing a Port may cost you the Initiative. A severed Supply line can cripple an offensive. A single Naval Battle can open the way for an invasion.
The war will continue until the summer of 1945. Unless one side decides it sooner.
