From the very first turn, Tora Tora Tora makes one thing clear: there is never enough of anything.
Every move, every attack, every attempt to rebuild costs resources. And no matter which side you’re on, you always have less than you want. Japan must hold key locations just to stay operational. The Allies receive more, but have to stretch them across the entire map.
What makes it truly sharp is how differently both sides move.
Japan pays for every area it crosses.
The Allies pay per unit, no matter the distance.
One simple rule. Completely different mindsets.
Battles are fast, but loaded with tension. Before the dice ever hit the table, both players secretly decide how much they’re willing to commit. More resources mean better odds — but also emptier reserves in the next round. And once units fall out of supply, they quickly turn into dead weight.
This isn’t a game about spectacular victories.
It’s a game about wearing your opponent down.
About slowing them. Blocking them. Forcing them to pay for every inch of progress.
And that’s exactly why one and half hour at this table can feel more intense than an entire day spent on a traditional wargame.
